Todd R. Ruelle, Chairman & CEO
Mr. Ruelle is a recognized innovator in the telecommunication industry. Since his early days in Bill McGowan’s and Jack Goeken’s MCI, he has focused on strengthening the ties between his company and its customers. By keeping that focus he has brought to market compelling products and services that helped shape the industry to what it is today. As CEO of Sonic Telecom, he launched the first optical international network designed specifically for transmitting video in high-definition--or not--according to customers’ requirements for any given transmission. The network served the leading media centers in Western Europe, the United States and Asia. By coupling the service with by-the-byte billing and delivering bandwidth-on-demand, Sonic was quickly transporting shows for major networks including NBC, ABC, CBS, NFL Channel, RTL, Fox News and others. The service was also quickly adopted by providers of video conferencing services. Sonic Telecom was bought by PanAmSat in 2003 and renamed Access PAS and Mr. Ruelle was named Managing Director of PanAmSat’s European subsidiaries, formerly the Sonic Telecom operations in the region. Prior to starting Sonic, Mr. Ruelle held executive positions at Orion Satellite Corporation, Sprint International and MCI Telecommunications. At MCI, he was part of the five-member team that created and launched the Friends & Family consumer program that propelled MCI from three million to 10 million residential users within 18 months. He was awarded the 1996 WorldCom Group’s “Entrepreneur of the Year” designation, was a finalist for Inc. Magazine’s “Entrepreneur of the Year” designation in 1994 and 1995; was recognized in 1993 by President Clinton for creating the country’s first public transportation service fueled by natural gas (Clean Air Cab Company) and he was a Presidential Appointee to the White House Conference on Small Business. He participants at The World Economic Forum’s regional events. Mr. Ruelle also advises the Communications Advisory Group on mergers and acquisitions as well as corporate strategy. He is an accomplished public speaker and presenter on new technologies and their place in telecommunications.
Scott Rockafellow, Chief Financial Officer and Chief Operating Officer
Scott Rockafellow founded and served as the Managing Director of Willowoak Investments Limited, a Zambian manufacturer and exporter of furniture and lumber. Since 2006 to 2012, he was responsible for product design, procurement of lumber, manufacturing, marketing and sales. From 1999 to 2005, Mr. Rockafellow was Executive Vice President-Corporate Development for Sonic Telecom, where he was responsible for arranging $50 million of early stage financing and for establishing joint service relationships with partners in India, Asia and the Middle East. Prior to joining Sonic in 1999, Mr. Rockafellow worked as an investment banking professional with more than 14 years of experience. From 1998 to 1999 he worked with International Capital Strategies, providing financial management and advisory services a variety of early stage companies. From 1994 to 1998, as a member of Lehman Brothers’ private placement group in New York City, Mr. Rockafellow had lead banker responsibility for all aspects of the private placement origination and execution process, and placed in excess of $900 million of debt, equity, asset backed and tax credit offerings. Prior to Lehman Brothers, Mr. Rockafellow was a Director with Morrison & Company Securities in Wellington, New Zealand where he established venture capital and infrastructure investment funds, organized and managed public equity offerings, and provided investment and acquisition advisory services to governmental and commercial enterprises. Earlier in his career, Mr. Rockafellow was a member of the Competitive Advantage of Nations Project team, led by Dr. Michael Porter. Mr. Rockafellow holds a BA in Economics from Dartmouth College and an MBA from Harvard University.
Wesley Vargo, Chief Development Officer
Mr. Vargo is an expert software engineer, programmer and project manager with over 25 years of experience the field. Prior to joining Fine Point, he worked for TRW, Engineering Research Associates, Ciena Corporation, and other entities that were engaged in intelligence related projects. Mr. Vargo holds a BS degree in computer science from Virginia Polytechnic Institute and State University.
Dominick DeAngelo, Vice President, Sales and Marketing
Dominick DeAngelo has over 30 years experience in the development, implementation, and sales of innovative telecommunication technologies. He has lead teams responsible for the development of corporate strategies, creation of business models, plans for launch of new products, and the management of P & L for services of over $800 million dollars in revenue. He has been the Regional Sales Director for Brilliant Telecommunications, Covergence Communications, which provided SIP/VOIP equipment to the telecom-munications service providers. Prior to that, he served as the Vice President of Business Development at NexTone Communications and the COO for Sonic Telecom. Before Sonic, Mr. DeAngelo was President of Internet and Data Services for Broadwing Communications, Vice President of voice and data networks for Sprint Business Services, and various marketing, engineering and operational positions at NYNEX (Verizon).
Mr. DeAngelo has held the rank of Captain in the USAF with tours of duty as a junior aide-de-camp to the Chief of Staff United Nations Command Korea. He also served with the Presidential Squadron, Air Force One, in Washington D.C. He has a BS of Foreign Service from Georgetown University’s School of Foreign Service and attended marketing programs at the Darden School of Business, University of Virginia and the Wharton School of Business at the University of Pennsylvania.

Robert E. Barr, Director
Robert E. (Bob) Barr joined Higher Ed Holdings in Dallas, Texas in June, 2009 as EVP and Chief Marketing Officer. Higher Ed Holdings is uniquely positioned to help public universities in the U.S. take their degree programs online and then leverage all the facilities of the Internet (SEM, SEO, Web Media, Affiliate Marketign and Social Media) to market these programs.
Prior to joining Higher Ed Holdings, Bob's career, which has spanned 31 years thus far, reflects ever increasing general management, marketing and information technology roles for retail, manufacturing, government, education, information technology and financial services enterprises. Almost invariably these roles have included delivering and or managing e-business for the likes of Blockbuster, EDMC, USAA, Dell, Intuit and Sara Lee (Hanes Hosiery) where he began his career in 1978. In 1997, Bob joined the IRS for three years as Assistant Commissioner for Electronic Tax Administration and was instrumental in facilitating what he then branded and is now known as IRS e-file. Bob received numerous industry awards and recognitions for his efforts in making the electronic filing of the 1040 ubiquitous including recognition from then Vice President, Al Gore.
Mr. Barr earned his BS from the University of South Carolina, MBA from The Wharton School and in 1999 successfully completed Harvard's Advanced Management Program. He is an accomplished professional speaker in the fields of strategic planning, strategic partnerships, strategic marketing, Internet marketing, information marketing and delivering and managing information based products and services.
Hank Firey, President and Chief Executive Officer, VPI Systems, Inc.
Hank brings over 30 years of accomplishments in the telecommunication and information technology industries. He has held positions of executive leadership responsibility in high technology companies ranging from being a member of the founding team of a company developing remote network management software to managing P&L in Fortune 500 global organizations. Before joining VPIsystems, Hank served as Chief Executive Officer of NexTone Communications. He took this struggling provider of telecommunication software to market leadership in Session Management for voice and video over IP networks. From 1998-2003, he successfully turned two other under-performing companies into sustainable, revenue-generating businesses. Hank also has a successful track record in worldwide sales, marketing, business development and professional services, as well as mergers and acquisitions. He holds a Bachelor of Science in Operations Research from the University of Maryland, with graduate work in Computer Science and Finance.
Jeff Lindauer, Director
For more than 20 years, Jeff Lindauer has led high performing software technology and telecommunication companies. Mr. Lindauer currently servers as the Chief Executive Officer of TrueContext. Prior to joining TrueContext, Mr. Lindauer was CEO of Spontaneous Technology, a wireless synchronization company acquired by IntelliSync. Mr. Lindauer also served as President and CEO of SkyTel, and Chief Operating Officer for SmarTalk Telecommunications, acquired by AT&T. This followed a 14-year career with MCI Telecommunications where Mr. Lindauer served as Vice President and General Manager of the PrePaid Card unit after holding several senior management positions in the company's Business Markets division. Mr. Lindauer began his telecommunications career with Mountain Bell in 1982. Mr. Lindauer also currently serves as Chairman of Q Inc, a QoE software company located in San Francisco.
Ross Martinson, General Partner, Edison Ventures
Ross Martinson, General Partner, leads Edison's investment focus in technology-driven Business Services companies. He serves as director of four Edison portfolio companies. Ross manages exit planning for private companies and exit execution for public companies. He is an Advisory Board Member of the Private Equity CFO Association and the New Jersey Technology Council CFO Board. Ross joined Edison in 1989. He was Chief Financial Officer during his earlier years with Edison. Ross was a Certified Public Accountant. Previously, Ross was Vice President with the securities firm of Kidder, Peabody. Ross was Controller of two successful start-up businesses: American Express Leasing and ABB Financial Services. For six years, he was also Senior Auditor with Arthur Andersen.
